Stage 5.1 established the business-agnostic Bill of Materials (BOM) / Recipe foundation in `app/Domains/Modules/Production/`. A BOM represents the reusable formulation defining ingredient components, quantities, and units required to yield a finished item.

- **Multi-Tenant Scoping**: `BillOfMaterials` applies `OrganizationScope` and `BusinessUnitScope`.
- **Cross-Tenant Component Interception**: Model observers and service methods throw `CrossOrganizationException` if finished item or ingredient item belongs to a different Organization than the BOM.
- **Fail-Closed Authorization**: `BillOfMaterialsPolicy` evaluates `hasAccessToScope()` and denies unauthorized users or roleless users.
